Early Intervention/Early Childhood

Welcome to the Multnomah Education Service District, Multnomah Early Childhood Program (MECP). MECP provides Early Intervention (EI) and Early Childhood Special Education (ECSE) services to children from birth to school age who have developmental delays or disabilities.

What is Early Intervention (EI) Early Childhood Special Education (ECSE)?

  • Multnomah Early Childhood Program (MECP) is a special education program, which serves families who have children with delays or disabilities, ages birth to five.
  • MECP provides services to children with a variety of developmental delays and disabilities (a few examples: Down Syndrome, cerebral palsy, autism, speech and language disorders or delays, behavioral problems, learning problems).
  • We will evaluate your child to determine eligibility for the program. If your child is eligible, we will develop an Individual Family Service Plan to address your child's developmental needs.
  • Screenings, evaluations and services are provided to families free of charge. Program fees are paid by your local school district through state and federal funds.
  • We also provide a community preschool for typically developing children age 3-5.
  • The overall goals of MECP is to work together with families to enhance every child's potential.
  • EI/ECSE services are state and federally funded and are provided at no cost to families.
