David Turner is Multnomah Education Service District's general counsel and provides legal services, consultation and representation to MESD and other school districts.
Legal Services works closely with MESD's Human Resources Department to support labor and employment issues. Services also include contract review, public record laws, public meeting laws, collective bargaining, and policy interpretation.
Legal Services provides assistance to school districts and ESDs on a fee-for-service basis. You can contact Legal Services by telephone, email, or in person.
Meet David Turner: David is a graduate of Willamette University College of Law and has been in practice for over 25 years with experience in labor, employment and public education law. He gave presentations on a variety of topics including layoff and recall, discipline and dismissal, grievance processing and recruitment. He served OSBA as staff counsel for several years and while at OSBA he co-authored two Willamette Law Review articles regarding legislative changes to the collective bargaining and teacher tenure laws and for one semester team taught a course on school law and governance at the University of Oregon.
